since you're using samba anyway, you might want to look around in its config file.. I think there is a "force user=webdude" directive.. at least, something like that, that'd force the ownership of any created files to the specified user.
as for your first question, have a look at the $HTTP_POST_VARS and $HTTP_GET_VARS arrays :-)
