If you don't want to necessarily do it via http, you can just compile php as a standalone
binary -
it won't affect your existing apache/php setup.
Then create scripts with #!/usr/local/bin/php -q at the top like you might with perl or shell
scripts, and run them as root.

Hi everybody,
Does anyone know how to run php scripts with root permissions?
For example, i want to write a php script which shows last system
messages using tail /var/log/messages.
How can I do that without chmod 777 /var/log/messages!!
That's very very URGENT!!
httpd is being run by nobody. Should I change it? The owner can't
be root in Apache (latest version).
