I don't think you're going to have any timeout issues related to PHP for a file
download. Should that problem come up in the future change the time limit
setting in php.ini or use the set_time_limit() function before the code or call
to an external program that may take longer than the default time limit in
php.ini.
<? set_time_limit(180); ?> will reset the timeout counter to 0 and then run the
script for up to 180 seconds.
