date() and mktime()

I need to allow a user to input an event into a calendar system on every
monday, every other monday, every 2nd monday of the month, or some other
combination - it needs to be a 'regularly scheduled event'. Does anyone
see a reason why this couldn't be accomplished with mktime() and date()?
Any ideas of a good starting point for this? Thanks,
