i've been in the same situation before. one option may be to try and supply
your own hardware for a development machine of sorts simply to demonstrate
php's usefulness. this would mean that you'd have to completely manage the
box though in order to prove it's usefulness. another option may be to try
and migrate them to an open source solution by running php on winnt since
that's what's already in place. once you can prove it to be a better
scripting language, then you pitch the fact that it runs better on linux.
