How, exactly, are you collecting the remote IP and referrer? (That'll make
it easier for us to tell how people might be getting around what you're
doing...)
It's pretty easy to fake a referrer simply because you're always taking the
browser's word for where it was previously. IP should be more difficult,
but that's obviously subject to a number of variables as well.
