installing php4 on win98?

OK, here it goes
I am running win98 with personal web server 4.0
Have installed php4.
Have specified execute permissions on the folder.
Here is the error that i am getting when i try to call the page
"HTTP Error 403
403.1 Forbidden: Execute Access Forbidden
This error can be caused if you try to execute a CGI, ISAPI, or other
executable program from a directory that does not allow programs to be
executed.
Please contact the Web server's administrator if the problem persists."
