Win32 Error

Hi,
I installed PHP V4.0 and Apache V1.3.12 with the mod_perl.
I added these lines in httpd.conf in Apache
AddType application/x-httpd-php .php
AddType application/x-httpd-php-source .phps
Action application/x-httpd-php "c:/usr/php/php.exe"
Action application/x-httpd-php-source "c:/usr/php/php.exe"
and it's not within a <DIRECTORY> or <VIRTUALHOST>.
and this is my test.php that I am trying to run

<head>
<title>Example</title>
</head>
<body>
<?php echo "Hi, I'm a PHP script!"; ?>
</body>
</html>
I get this error when I set the Action application/x-httpd-php
"c:/usr/php/php.exe"
Invalid URI in request GET /tst.php HTTP/1.1
I get this error when I set the Action application/x-httpd-php
"/usr/php/php.exe"
File does not exist: /usr/home/www.clawz/usr/php/php.exe/tst.php
What might be the problem?
I'm using <DIRECTORY> and <VIRTUALHOST> in Apache, just so that you know.
