You're missing some code -- instead, try this example from the fread() page
in the manual:
<?php
// get contents of a file into a string
$filename = "header.html";
$fd = fopen ($filename, "r");
$contents = fread ($fd, filesize ($filename));
fclose ($fd);
?>
