I am not a guru but, this is how I have the httpd.conf setup,
mod_php4.c is nowhere to be found on my machine
in httpd.conf I have:
LoadModule php4_module /usr/lib/apache/libphp4.so
[ there is no entry for AddModule mod_php4.c ]
When phpstatus is checked, under the apache area I see
that mod_php4 is enabled and listed as mod_php4
