You need to find the line that says:
# AddType application/x-httpd-php .php
and remove the # in front.
This is detailed in the file INSTALL in the php4 source directory.

After I complete the install, it says in the INSTALL file that the only
thing left to do is to edit your httpd.conf file and make sure the PHP 4
mime type is there and uncommented.
I have no idea of what 'PHP 4 mime type' means.
The httpd.conf file I have is like this:
# Extra Modules
LoadModule php_module modules/mod_php.so
LoadModule php_module modules/libphp3.so
----------------------------------------------------------------------
There is no libphp4.so under modules.
