I think i did not make question clear.
What i mean by 'any circumstances' is not using fopen('php://stderr',
'w')
or STDERR (ver >= 4.3.0) but getting something in stderr when some function
call like fopen(), mysql_connect(), ftp_connect().... fails. I tried these
calls and they dont result in any stderr messages.
