either php wasn't properly compiled w/ postgress or your not conecting
properly
$db = pg_connect("host=localhost user=user dbname=dbnam");
if ( !$db ) {
print "Could not connect to database.";
exit;
}
that should work w/ a psql db conection if thats the case
