Try this:
<select name="selects[1]">...</select>
<select name="selects[7]">...</select>
<select name="selects[18]">...</select>
Then in your PHP script you could access those form elements as
$HTTP_POST_VARS[selects][$x] or as $selects[$x] (if you register_globals
on), where $x is the number of the select tag you want.
