Might or might not be helpful.. but I had the same thing happend when I added
--with-jpeg-dir=/usr/lib
Everything looked fine... but I could not call imagejpeg. (PHP 4.3 - RH8 - apache2)
Once I did a make clean, ./configure -with-xxxx ... , make, make test (to see if it had jpg), make
install
It worked. It really needed to have that make clean done first. Don't know if this will help
you or not.
