I'm pretty sure that IE 6.0 will not accept 3rd party cookies from sites that are not P3P compliant. In this case, it is probably foo.com that needs to be P3P compliant for its cookie to be set. The W3C (http://www.w3.org/) has some good resources on making a Web site P3P compliant. Otherwise, you can probably use a URL variable instead to pass the session ID instead of relying on cookies.
