Are you sure you told the correct path:
> --with-jpeg-dir=/usr/local/bin/
Try just /usr/local
> --with-png-dir=/usr/lib
> --with-zlib-dir=/usr/lib --with-zlib --enable-xslt --enable-cli
> --disable-debug --with-xslt-sablot
