hmmmmm... maybe I should just go back to the perl version.
strip_tags also doesn't catch anchor tags (<A NAME="top"></a>) if you
exclude <a>.
I guess it recognizes them as hrefs....
Can someone running PHP4 please let me know if this function has been
improved? So far I've seen or heard that it doesn't handle:
comments that contain hrefs
javascript
anchors
