Is mail() broken in 4.3.0 when it comes to BCC?

This line works as expected:
mail("x@y.com", "My Subject", "Line 1\nLine 2", "From:
a@b.com");
whereas if I change it to this:
mail("x@y.com", "My Subject", "Line 1\nLine 2", "Bcc:
a@b.com");
the mail never gets sent!
I'm running 4.3.0 on Windows XP.
Any thoughts?
