exec functions no longer work in PHP4?

Running RH linux 6.2 with PHP4pl2
I have a script which calls exec to a shell command, which USED to run
fine on PHP 3.0.16. I install v.4 last night, and now the execs don't
run. What gives? Is there some new command line option during the
configure I'm not aware of?
My configure command:
./configure' '--with-apxs=/usr/sbin/apxs' '--with-system-regex'
'--with-zlib' '--enable-ftp' '--with-mysql=/usr/local/mysql'
'--with-xml' '--with-imap'
