Problem: Including a file in the Head Tag.

I am tring to setup in an "Index.html" an included file that contains some "Redirection Javascript" but I am having problems getting it to work. It has to go before the <HEAD> tag. Now this has to go in every web page before the <HEAD> tag for it to work correctly. Now I need this, so that I can switch the contents of the included file on or off accoding to how Jess <HTML> <------------------Here I have to include a file with javascript. Like "mandate.htm" but for some reason I am not sure off it does not work ! Any assistence is appreciated! <HEAD> <HEAD> <BODY> </HTML>
