Exec() in Windows (PHP 4.0.1pl2)

I am having problems getting the exec() function in PHP 4.0.1pl2 to work
correctly in windows. While it appears to execute the command, the array
parameter is not being filled with the file output nor is the last line
being returned. Has anyone else gotten this to work?
