Memory Errors

I am running version 4 PHP opn RH 6.2 and have started trying to play with
the php.ini file. I had a script which parses log files, highlights warnings
and errors and then sends back to html and it has started giving error
messages like the one below.
Fatal error: Allowed memory size of 1024000 bytes exhausted (tried to
allocate 421 bytes) in /home/httpd/html/index.php on line 105
I increased the "memory_limit" to around 10mb from the default 8mb but this
does not seem to make a difference? What is strange is that when the script
gives this message, it then comes up with any PHP page I try to load until a
few minutes have passsed and I refresh the pages??
I have also been trying to send errors to a log file but after setting
"error_reporting" and "Track_errors" on and giving a location and file in
"error_log", I still dont get a log file created?
Any help would really be appreciated.
