./configure executes apxs

Hi
when I run ./configure (my flags) it gets to the bit when it checks apache's
apxs script and runs it, but then exits. I get output as if id manually typed
/usr/local/apache/bin/apxs with no arguments
This has never happened to me before, have I missed something?
my configure flags are:
/configure --with-apxs=/usr/local/apache/bin/apxs \
--with-mysql=/usr/bin/mysql \
--enable-wddx \
--enable-ftp \
--enable-magic-quotes \
--enable-trans-sid \
--enable-magic-quotes \
--enable-shared=so
redhat 6.2/apache 1.3.12/php4.0.1pl2
