I think if you ask on the PHP list, the resounding answer will be to use PHP. However, I'd also point out that PHP is a lot more visible than HTML/OS. The only mention I've seen of H/OS was an article in WebTechniques about a year ago. This could mean that PHP is in more widespread use, and thus has more help and assistance available for it.
