Because you're setting the day to 0, which its translating as the last day
of the month before April, giving you march. Do:
echo date(F, mktime(0, 0, 0, 4, 1, 2003));
that'll fix it.

Hi,
Why does this:
echo date(F, mktime(0, 0, 0, 4, 0, 0));
print 'March';
surely it should print 'April'?
