You could check to see that the user was accepting cookies, and if he or
she wasn't, you could block access to the site. If there is some reason
that they would want to start using cookies to visit your site, that
might be effective. But even if they are using cookies, users can set
them to expire after every browser session -- meaning that if you're
trying to use cookies to do something long term and meaningful then it
might not be worth your while.
