installation of php 4.3.1 with Apache 2.0.45-win32--x86-no-ssl

Apache installs correctly as i get the test page when typing in http://localhost.
And as far as i am aware i have edited the httpd.conf file correctly.But when i try to view a php
file that i have saved to the htdocs folder i get this error message:
make sock could not bind to address 0.0.0.0:8080 no listening sockets available shutting down
Could anyone help in resolving this problem or give suggestions as to its cause. How can you make a
listening socket available?
