This is not a file, it is a symbol exported by php4apache.dll, you need to have this file and lines
LoadModule php4_module c:/windows/php/sapi/php4apache.dll
AddModule mod_php4.c
in your httpd.conf file (change c:/windows/php/sapi/ to your path)
