Working directory

Is it entirely purposeful that even when running from somewhere else
than the command-line, the working directory is determinated by the
location of the script being run, not by the directory the script's
caller is in?
This is true on my Linux RH 6.2, PHP version 4.0.2 on both the '.'
directory and directory returned by 'getcwd()'.
If this is inchangeably so, could it be warned of in the PHP manual
in the directory and filesystem sections, if this is not already so
(again, I personally failed to locate the warnings)?
