Help needed using mail function

Hi there. While trying to send email in apache in windows XP with the PHP's mail() function, it returned server error, altough I had changed my php.ini file. The question is: I have no POP3 email address associated to my computer or any application to send email ... is any of these needed or can I use another email host like hotmail to send emails ?
