I think the problem is in the following line:
> ini_set("allow_url_fopen", "On");
The valid values for this are either 0 or 1 - by setting the value to 'On' I think you are
inadvertently disabling the URL aware fopen wrappers.
Try either removing this line altogether - the default is 1 - or setting it to 1.
