Calling curl_init() returns error

I am using PHP 4.3.x on Apache on a Windows 2000 server.
When I try to use curl_init() it returns error saying it is undefined!
Fatal error: Call to undefined function: curl_init() in
D:\tmpsvr\Untitled1.php on line 8
Is it a PHP build in function? Anyone can tell me how to use it?
