Let's start from the start.
1. The Timestamp:
a HOW was this timestamp generated -- by PHP? MySQL? Something else?
b WHERE was it generated -- I assume on the live server in the US?
c what TIMEZONE is the timestamp in? GMT? US?
2. The Conversion:
a is the conversion taking place on the same server as the stamp was
generated?
