My first script is not working.

Below is my simple first PHP script. When I run it from my computer, it
gives me "CGI Error The specified CGI application misbehaved by not
returning a complete set of HTTP headers. The headers it did return are:". I
installed the PHP so the PHP.exe and the php4ts.dll are in C:\php including
the two folders and the IIS is running.
What is going on?
