.htaccess problem

I'm trying to change the sendmail_path to something that works on my
domain (via PHPWebHosting), but this doesn't work:
<Directory "~myaccount/www/">
# set the sendmail location to the QMail binary
php_value sendmail_path "/var/qmail/bin/sendmail"
</Directory>
I get this in the error.log:
[Thu Aug 31 21:01:20 2000] [alert] [client 207.30.134.63] /home2/mckennacom/www/
.htaccess: <Directory not allowed here
Any ideas why and ho to fix it?
