Sure, PHP can exectue commands on the server. The question is not can it do
it, but how to securely and safely do it. If you have PHP and Apache execute
commands on your server they will be executed as the user Apache runs as, which
by default is 'nobody'. Now 'nobody' has no ability/permissions to execute
certain commands in that area for good reason. So, if you wish to change this,
the serious consideration is how best to make it secure. Something I would do
it create a 'nobody' user area, and then symlink a directory to that area, then
it may appear they are working in the Apache doc root space when they build
files, but really it will be sym-linked to another 'safer' area.
