PHP would be able to process the form and insert the data into the database,
but it can't interact with devices on the client computer. You'll need some
sort of client side program that interfaces between the scanner and the web
browser.

I am thinking to make an application where a card scanner(infra red) could
read the data and scan into a php form directly database which could then
be written into a database.
