Given the nature of IP addresses, instead of having 1.1.1.* just use
1.1.1. and then match the visitor's IP against that as a string...
i.e. if their address was 1.1.1.32 and you had 1.1.1. in the block file
you would block them since '1.1.1.' is a sub-string of '1.1.1.32'
