Okay, Apache2 has some issues, and Redhat itself always
has issues with it's "unique" setups...

What do these commands output?
# /usr/sbin/httpd -v
# /usr/sbin/apxs -q SBINDIR
# /usr/sbin/apxs -q TARGET
