fileSystem problem

Hi,
I want PHP to updat some files in my system. I work on Linux redhat 6.2
with PHP 4
The problem I have is that PHP seem to have no permition to write or
read the files... When I try to open a file in a write mode (w+) it says
that there are no permitions for that.
Is there a way to enable PHP the required permitions? I want the public
NOT to have writing permitions.
