Why don't you try to install Apache for win?
Apache can suport php, php3,... And others extensions you want.

I'm trying to run php4 on a win98 box using PWS4. I need to get the system
to execute php scripts using both .php and .php3 extensions. I can get this
to work only with .php extensions. Can someone suggest a solution to this.
