OCI8 Issues

I don't receive any errors from this code but when I look in the look at
the table it is not updated.
I am also receiving a Warning: _oci_open_server: ORA-12535:
TNS:operation timed out. Not sure why.
I guess my question is what would make the update not change the valuse
in the database but show no errors.
