The manual page for ini_set at http://www.php.net/ini_set
says that session.use_trans_sid has changeable attributes of PHP_INI_SYSTEM|PHP_INI_PERDIR -- this
means it can be changed in php.ini, .htaccess or httpd.conf, but *not* in your scripts.
