1. Edit the source.
2. PHP4, I think, has settings in php.ini for functions to disable.

PHP3 apidoc.txt in the source distribution
PHP4, probably still apidoc.txt, but also the end of Rasmus' presentation
at OpenSource conference was all about how to add your own functions --
and I missed all but the last few minutes of it. :-( The conference notes
are rumored to be at http://www.php.net/conf but don't
quote me on that.
PS I don't think C++ is gonna fly...
