| is a bitwise 'or' rather than logical 'or'. You probably want || here
(and in the other place).
| is useful only in stuff like this:
$mask1 = 1;
$mask2 = 2;
$mask3 = 4;
if ($access & ($mask2 | $mask3)){
//User has bit 2 or 3 (or both) set
}
