I've noticed something called PHPGem on freshmeat.net. It claims that, given
the description of a table, it will generate a PHP script that you can then use
to maipulate that table. I haven't tried it yet myself, but I probably will
eventually. The URL is http://phpgem.ru.net:8100/.
