This is, however, 1990 Survey information. They say 2000 survey information
should be coming out fairly soon.
This includes Lat and Long information and population at the time.
Here's the download file:
ftp://ftp.census.gov/pub/tiger/tms/gazetteer/zips.zip
The lat/long values are in degrees and must be converted to radians before
calculations can be made.
