fopen() for ftp

I'm trying the following command:
$fh = fopen(
"ftp://user:pass@my.server.com/newsedge_files/newsedge_09-07-2000.zip",
"r"
);
the file exists, the user/pw is good, and this works if I cut and
paste it in my browser's address. However, PHP immediately
comes back saying the file was not found. There is not even a
lag indicative of the script trying to connect FTP. The server I'm
trying to connect to is part of our network, if that matters any.
Am I doing something wrong? Why is it coming back so quickly
saying the file wasn't found?
I'm using PHP 3.0.5 (and no, there is no hope of upgrading;
my lobbying for that has failed).
Any help would be appreciated!!
