fsockopen and games

I tried to connect to a Quakeserver with sth like:
fsockopen("195.3.85.228","27016", &$errno, &$errstr, 30);
But it dosnt work and iam getting the msg: "Bad file descriptor".
Can anyone help me?

PS: it works with perl like:
$Downlink=IO::Socket::INET->new(PeerAddr=>$_[0],Proto=>'udp')
